24, created by Joel Surnow and Robert Cochran for Fox, is a real-time action thriller in which each season covers 24 hours in the life of CTU agent Jack Bauer (Kiefer Sutherland) as he thwarts terrorist plots against the United States. The show's gimmick — each episode covers one hour in real time — created a formal constraint that generated relentless tension and made it one of the most compulsively watchable action series in television history. 24 was enormously controversial for its enthusiastic endorsement of torture as a counterterrorism tool at the height of the post-9/11 debates over waterboarding and enhanced interrogation — military and intelligence officials reported that soldiers cited Jack Bauer's methods to justify their own conduct.
