Jeff Fort (born 1947) is the founder of the Blackstone Rangers, which evolved into the El Rukns, one of Chicago's most powerful and dangerous street gangs. What made Fort uniquely notorious was his alleged contact with the Libyan government in 1986, reportedly offering to commit terrorist acts in the United States in exchange for $2.5 million — the first time an American street gang was linked to international terrorism. He remains in federal prison.
