
Leroy 'Nicky' Barnes (1933–2012) was a Harlem drug kingpin who led The Council, a powerful African-American organized crime group that dominated heroin distribution in New York during the 1970s. He earned the nickname Mr. Untouchable after a 1977 New York Times Magazine cover story enraged President Jimmy Carter, who ordered federal prosecutors to make Barnes a priority. Sentenced to life in prison, he became a government witness and was released in 1998.
